Use DeployStudio to push packages and scripts without Netbooting

Since netbooting is going away with the new Apple T2 chip, I am looking for a way to leverage the reliability of pushing large file transfers without netbooting. Deploy Studio is the only method I've found that reliably pushes our 200GB Windows Bootcamp Winclone Installer PKG to the macOS tmp folder for delayed install on the subsequent reboot.

I've tried using JAMF,  curl, wget, etc. and been unable to replicate consistent success.

Any suggestions?

You can still boot from an external disk/USB pendrive and use the DS runtime pointing at your DS server.
With current models with T2 chip, after disabling secure boot, I am simply using a pendrive with Mojave, it's a basic configuration that allows opening DS Runtime as any other application
DS wizard does not allow to automatically build the (net)boot disk with Mojave, hopefully there will be some news in the future
Once you slightly modify your existing workflows to point to the right internal disk, there's not such a big difference to me but maybe your workflows are different

and you can create a master imgae with DS? and also restore this?

No, you cannot create DS master images anymore, unless you use Sierra (pre-10.12.4 if I am not mistaken) or AutoDMG for High SIerra and Mojave (OS only)
I suggest you follow/read  other posts here, such as http://www.deploystudio.com/Forums/viewtopic.php?id=8104&p=2 and use the Apple supported startoinstall procedure
Too many issues with firmware and the like with recent hardware

You can use asr multicast to transfer disk images that contain the files (packages, etc.) you want to quickly transfer. You don't have to netboot to do this.
