No Recovery Partition Found - 1.6.16

Had to delete server app after a bad upgrade so I was going to have to run through the DS setup and decided to go ahead and upgrade from 1.6.12 to 1.6.16. When trying to create a new netboot set I now receive an error about not finding a recovery partition for 10.8. Running 10.10.5 and server 5.0.4. I even tried creating a netboot set on another Mac and placing it on the server with no luck, this has worked for me in the past.

So I downgraded to 1.6.15 and no longer have the problem I reported earlier. Now when netbooting a client it stalls with the message "Downloading repository configuration...".

for the stalling: check dns, or try on IP address (since 10.10.4 there is some difference in dns lookup, bonjour compared to previous versions, see discoveryd discussions)

During all phases of DS setup & netboot creation I use the IP and not FQDN of the DS server. This has always worked in the past. I can ping the DS server by IP & FQDN from a client.
